PPlayers

Players must treat every other player with respect in anything IHL-related. Players must use the IHLPA for any questions regarding rules, player disputes, or other issues concerning the league.


Rules

It is the player’s responsibility to know, understand, and follow the rules. This includes game play, conduct outside of the game, and conduct on the forums.

Availability

Players are responsible for posting their availability on a weekly basis in their Locker Room, according to the requirements of management.

Showing Up

Players are responsible for showing up 15 minutes early for their scheduled games. If a player is unable to do so for some reason, they are expected to give their management plenty of notice, so that they can arrange a substitution.

Active Players

It is the player's responsibility to make themselves available for games. Players are also expected to be active members of the IHL. You are not required to post on a frequent basis, but you are expected to stay updated on IHL events, such as rule and procedure changes, and be active in your Locker Room.

Sportsmanship

Players are expected to display sportsmanship by following the rules, being respectful toward other members, and conducting themselves in a respectable manner.

GM Responsibilities

GM Must Follow All Game Play Rules, Forum Rules, Chat Rules
GM Must Post A Team Availability Thread In The Team's Locker Room Every Week (preferably by Tuesday night)
GM Must Make Lines By Tuesday To Give The Players Enough Notice (unless availabilities aren't provided)
GM Must Treat Every Player with Respect In Anything IHL Related


Forum & Chat Rules

Forum Rules

Threads/posts made on the IHL website must be either IHL-related, sports related (General Discussion), or Gaming related (General Discussion).

Threads/posts must be made in the correct location/forum. ex. Availability threads/posts must be made in the teams locker rooms not in general discussion.

Threads/posts must not contain any disrespectful comments, pictures, or ideas and most certainly should not be directed towards any member within the IHL community.

This league chat has the potential to have a powerful effect on league morale. The chat is meant for the chance for the community to bond and get to know everyone and have an interactive community-building effect. We will not allow any disrespect inside of the PHL chat. Zero Tolerance is our policy

Gameplay rules
NO Sitting Duck(staying in butterfly the whole time)
goalie cant be holding the Left trigger
Wrap arounds are not allowed (neither forehand nor backhand).
This league may only attempt to simulate real hockey, but wrap arounds are hardly ever seen in the actual NHL and are commonly glitchy within EA’s terrible programming.

Players may board-play themselves anywhere for any reason behind their goal line in the defensive zone. They may also board-play in the goalie-penalty areas outside of the trapezoid in the offensive zone, but cannot do so to avoid a hit. (No board playing directly behind the net).

Holding the Puck (Ragging)

A player or team may not attempt to hold the puck in their defensive zone in order to kill time off the clock for any reason. You are permitted to reset a breakout by moving the puck backwards once. Teams may hold the puck in the offensive zone when killing penalties and in the last 5 minutes of a game.

Teams are allowed to play a "cat and mouse" game behind the net, to start a breakout, or to make room to dump it. If a team wishes to kill time, they may do so by dumping the puck, or playing keep away in the offensive zone.

Teams may communicate in order to coordinate the setup of a game, restart, take stats, request time, make line changes, set passwords, and to resolve connection issues. All communication is to take place between games, or during a restart.

While in a game, teams may not communicate with each other. You can not accuse another team of breaking a rule, taunt, distract, or argue with your opponent. If you believe they have violated a rule, you are to finish the game regardless of what occurred. You may not message them about the perceived violation. You may only pause the game to record evidence if necessary.

Pausing the game will also give the other team the opportunity to consider whether they may have broken a rule.

If a team believes they have broken a rule, their actions in the game should make it apparent that they are offering immediate restitution. They will make it obvious that they are returning a goal, taking a penalty, or giving you possession of the puck.

If a team does not offer immediate restitution, you may take that to mean that they do not agree that a violation occurred. Do not argue with them. Complete the game and file an official complaint, including any evidence, after the game.

Goaltenders may not draw an interference call away from their crease, unless they are attempting to play a puck. A goaltender may not step out of his crease for the purpose of impeding a player's progress, or to draw an interference call. There are no restrictions on a goaltender's movements in relation to keeping the puck out of the net, or coming out of net to attempt to play the puck (not just to get in the way).

If the goaltender does impede a player's progress, or draws an interference call, that team may make immediate penalty restitution by having a skater take a penalty as soon as possible.

When sufficient evidence is provided in a complaint to show this rule was broken, the goaltender may be charged with an Offense.

Any use which is clearly definable as a "glitch", but not specifically covered in the rule book, is prohibited. Looping, juicing, penalty glitching, etc. Are all examples that are covered by this rule. If you are unsure whether a particular uncovered element would be defined as a glitch, bring it to the BOGS attention and request clarification BEFORE using it in the IHL

No Diving into the goalie in any way

During a faceoff there is to be only one motion taken in the form of choosing a handedness.
This means no spamming, changing hands, or shifting of any kind. You will be given the benefit of the doubt for games with less than 3 infractions.

Understand that this is only to ensure fair faceoff procedures. Allowing hand changes could easily become problematic if players were to constantly shift in reaction to each other's positioning. Choose wisely.***

Player Eligibilities Maximum and Minimum Games

There is NO Maximum for games. However for players that dont sign with the team play a min 1 game (training camp player) and if u sign you will play min of 4 games

Game Procedures and Setup

Game Settings

> Community > Lobby > Lounges> Room Name: IHL Away Team AT Home Team
> The home team chooses 2 possible hosts for the away team to choose from.
> Period Length of 5 Minutes
> OTP Club Rules On

Mercy Rule

If a team is up by 6 at end of 2nd period then the team's GM/AGM/Captain that is down by 6 has to contact the opposing team's GM during the 2nd intermission if they want to forfeit the rest of the game. If they do not contact the other team the game continues. If a team backs out after the intermission without warning the participating management may be punished.

If the leading team receives no message saying the "losing" team mercies then they have to continue playing the game. If they leave game even though the "losing" team wants to continue then the "losing" team will receive a 1-0 forfeit win. (In this case always contact a BOG)

Lag out Rules

Follow these procedures in case of each specified lag out situation:

Player lags out: Players leave game during the next intermission. The management takes stats and restarts game and plays . The team with the lag out must take a minor penalty when game is restarted. (Any player can take the penalty) The team with the lagged out player has the option to stay in the game but no computer goals scored will count.

Goalie lag out : Players leave at the next whistle. If a goal is scored for either side creating the next whistle it counts. The Owners take stats and restart the game. The team that had the lag out will then hold the puck until the time matches when the lag out happened and take a penalty. (Any player can take the penalty)

***Multiple Lag outs

If a skater lag out occurs a TOTAL of 2 times (independent of player) during a game, the game continues without them (only back out once total). No computer goals count.

If a goalie lags out 2 times the goalie must be replaced with a player that is in the current game or a backup goalie. If the goalie swaps with a member of that current lineup and lags out again, he will be left behind (only back out twice). No computer goals count.

If the lagged out goalie cannot be replaced and a forfeit needs to take place the player stats will still count. If the losing team is the “forfeiting team” then the game score will remain the same. If the winning team is the “forfeiting team” then the game will be turned to a 1-0 forfeit loss for them.***

Grace Period

There is a 10 minute grace period for each game meaning the other team has to give you 10 minutes from the scheduled time to get his team together. The GM or, AGM or team captain must be in the lobby and write in the chat box that they need 10 minutes by 8:00 pm or 10 minutes before forfeit, if this doesn't happen you must wait until 8:05 to take the forfeit win, or the other owner can message the other owner to arrange something else.

If a team needs longer than 10 the other team does not have to allow them extra time but it is STRONGLY encouraged. Those Owners who consistently take forfeit wins won’t be looked upon kindly by league management.

Recording Stats

This is very important; every person in this league deserves the right to up-to-date, fair, and accurate stat tracking. Owners will take pictures of game stats and player stats and input them into the new stat site in a timely manner. (by Monday night is preferred).


Rules Enforcement

When a breach of rules or misconduct occurs, the League will enforce the rules.
When there is an issue of conduct on the Forums, Chat Box, Website, or XBOX Live or any other form of social media make a note of the misconduct, ie. pics or videos. Cease communication immediately. Do not discuss the issue with other players, as that will not help the situation and may lead to misinformation which will have a negative impact on the ability of the bogs to resolve your complaint.

If there is a disagreement as to whether a rule was broken during game-play, finish the game as if the rule was not broken, and gather as much evidence of the rule infraction, with video of the infraction being the best possible evidence.

There is no need to communicate with the other team as to whether an infraction occurred. If the other team believes they broke a rule, they will communicate it to you, through their actions on the ice.

You may not point out an infraction to the other team. Doing so will have a negative impact on your complaint and may result in a conduct related offense.

When a goal is scored as the result of an infraction, the BOG has a right to remove that goal from the result of the game. The BOG will only do so when they deem there is sufficient evidence (video) of the infraction, and that the goal was scored as a result of that infraction. If a team wins by one goal, and one goal is overturned in this manner for that team, resulting in a tie score, the game will be set for replay.

A replay is a BOG ruling instituted to correct an imbalance in a played game, after a review is found to have sufficient evidence to warrant the ruling.

A replay consists of 1 period of standard play, followed by overtime, if necessary.

* If an incident occurs during an Overtime (OT) period, "Sudden Death" OT will be instituted.

Players from the original game must be scheduled to play this game. Any players unable to attend the replay may only be replaced with 1 ECU.

An appeal is our way to make sure we have a fair and balanced system. Players can file appeals based off of having a decision made against them through the IHLPA. Management can file appeals based off having a decision made against their team whether it is transactions, scheduling, or roster issues through the IHLPA.

An appeal may be filed, at the discretion of the IHLPA on behalf of a player when the IHLPA finds sufficient cause to file an appeal .You may not file multiple appeals for the same ruling.

The offending party will be notified of the result of the Appeal when the process
is complete. The offense will either be applied or removed at that point in time.


Disciplinary Actions*

No Warning will be needed as everyone should know the importance of following every rule 100%. ZERO exceptions. All infractions will be dealt with ONLY if proof is present. (Video or Picture Proof)



Players
1st Offence will receive a Warring
2nd Offence will receive a 1 day suspension (entire night of games)
3rd Offence will receive an 2days to 1 week suspension
4th Offence will recevie a 1week-2weeks
5th Offence will receive a 1 Season ban
6th Offence will receive Permanent ban
(BOG’s reserve right to adjust disciplinary action based upon severity of offense)

GM + AGM
1st Offence will receive 1 game-day suspension (entire night of games)
2nd Offence will receive 1 week suspension
3rd Offence will receive a Undetermined Length of Ban ( 1 Season - Permanent )
(BOG’s reserve right to adjust disciplinary action based upon severity of offense)

GM/AGM are expected to "set the example".
GM/AGM are expected to follow the rules at all time.
GM/AGM are expected to ensure that all Players in their Organization have a fun team environment

Player tampering is considered the act of contacting a player who is NOT on your team to encourage them to:
Request a trade
File complaint against Management or another Player
Tell a player they are on the trade block

With significant proof provided to the League, the League will remove the Owner or Management

The Board of Governors (BOG) is responsible for providing rulings based on matters which are brought to their attention. They are not responsible for seeking or investigating those issues. Their role is to judge the validity of issues and determine a course of action.

The Board of Governors has the ability to suspend Players when the evidence is brought to them. They must make their rulings based on the facts presented

The Board of Governors may not speak about Cases before, during or after the Verdict is given. They may only judge, and give the verdict based off the facts given. They may not be contacted during games to solve in game disputes. It is encouraged to play games out fully, then if there are concerns file a formal complaint.

In BOG rulings, voting is based on a majority basis.

Team Owners are responsible for approving all roster transactions for their organization, according to League rules and procedures. General Managers may negotiate trades only.

Players are welcome and expected to send in complaints if they have issues with their Team Management, Staff, IHLPA, or Bogs, but must follow proper procedures in doing so. You may not publicly complain about any of these groups, or harass any member of these groups that you may have an issue with. If you have an issue with one branch of Staff, contact the other branches of staff. When you have an issue with management, contact the IHLPA.

All staff should be approached in a professional manner when you have an issue, and treated with respect, even if you have an issue with them.
If you do make contact with Staff, be patient in awaiting a response. They will get back to you.
The best way to go about bringing something to staff attention would be to invite them to either a closed party with the two of you or a private chat. Do not expect them to hear your case in a full party.


Roster Movements

The owners this season have total control on all roster movements. This includes trading, dropping, and calling up players.
Exceptions: ECU call ups can be done by the GM and Captain as well.

Trading
To trade a player an owner must go to the GM Locker Room or use skype and post the trade. The other owner then has to accept/decline the trade at hand. To do so he replies with “accept” or “decline”.
All trades must be approved by the IHL BOGs.
Trading of inactives is frowned on. This may result in disciplinary actions.

If a team trades an inactive player their trade may be reversed as long as the other players have not yet played a game for their new team. The owner receiving the inactives may also choose to take one (1) player off of free agency instead (regardless of how many inactives they received) If both teams trade inactive players then nothing will be done for either of them.

Request a Trade

A Player has the right to respectfully request to be traded. Under the following conditions:

1. The trade window must be open. A player cannot request a trade if the team does not currently have the ability to trade them.

2. The player must make their request in a respectful manner, via PM to their management group and TWO (2) IHLPA Members, including the reasons for their request. Demanding a trade or speaking to other Management regarding Trades may give Management the right to file an Appeal with the Board of Governors. You will be Blacklisted if found guilty.

3. The player must continue to fulfill their commitment to their current organization while they are being shopped. Requesting a trade does not excuse a player from their responsibility to contribute to the success of their current organization.

4. The player must give their management at least 2 weeks to comply with their request.
5. The player may not request a trade to a specific organization.
6. A player cant be traded to the same team he just was traded from
7. Players must not broker their own trade.
8.Gm's have 24 hours to decide if they want to go through with trade they made unless its trade deadline then trade becomes offical

A player may retract their trade request at any point during the two week period by contact their ownership and the IHLPA members. Players are only entitled to one (1) retraction a season and do NOT gain a new trade request if they use a retraction.

PLAYER RETIREMENT
When a player or owner retires they are ineligable for the current season and the subsequent season.
